Franchising PCSO Lotto Franchise
A lot of people in the forums are asking how to franchise a l0tt0 outlet. Though the application is temporarily suspended in Luzon area as per the PCSO's press release, you can still apply for Visayas and Mindanao area. This is one of the hottest franchise you can get
How to Apply as an Online L0ttery Agent?
1. The applicant is requested to fill-up the On-Line Lottery Application Form
The Application Form shall include the following attachments:
- Sketch/Location Map of the proposed outlet site.
- Picture of the building of the proposed outlet site.
2. PCSO shall conduct the inspection and technical evaluation of the proposed outlet site/s.
3. The applicant shall be informed of the evaluation result. If the proposed outlet site is viable, the following shall be required:

4. PCSO shall notify the applicant on the status of the application concerning the availability of communication facilities in the proposed outlet prior to installation of facilities.
5. The applicant shall be informed when to fabricate lotto booth.
6. For Terminal Installation.
7. Payment to PCSO for Processing Fee.
8. Payment to PCSO of an Installation Fee.
9. Payment of Surety Bond to the GSIS. PCSO based station at the Annex I Bldg., 2/F)
10. Request for training in the operation of terminal.
11. Proceed to Merchandising Section for outlet provisions. NCR outlets will be provided by the Main Office, Quezon City. For NCL/STBR outlets, provisions will be given at the respective PDO covering the said locality.
12. Signing of the Agency Contract with the PCSO.
13. For On-Line Activation.
Note:
- Please ensure that Application Form is complete and that all required documents are attached. Incomplete requirements will not be processed.
- All application are subject to evaluation prior to approval.

Franchise fee for setting up a lotto outlet will set you back more or less 500k. But even at that amount it's really hard to find someone who is willing to let go of of his franchise since PCSO has already stopped franchising lotto outlets in Luzon.

hello!! We all know that PCSO has suspended all lotto franchise in Luzon, In this regard we are selling our Lotto outlet located inside a mall in baclaran connecting the LRT station. Its a location saturated with so many people where a lotto outlet is very profitable. Its just that my partner has a new religion and he told me that its prohibited for them to have a business such as lotto. I want to ask if the Lotto franchise in Luzon is totally closed, because my uncle want to own an outlet but I heard about the closure of the franchise distribution. Is there any other way to have one even if the PCSO stopped the distribution?, I also heard that outlet owners can sell their franchise. HI,I'm an ofw and had applied for a lotto outlet 5 yrs back already.Unfortunately my application was disapproved.During that time there were several of us who applied for a lotto outlet but unfortunately I think I was the only applicant who got disapproved.There was also one outlet but in eventually it was also closed maybe the business in that area is not good.My area is in the bus terminal and public market but I don't understand why it was disapproved.People say in my place that if we don't know any influential person that could help us we could not get our application approved.I don't want to believed this because I know this is for everybody and this is a government run agency.This time I want to reapply or make a follow up of my previous application.
What should I do?please help me so that I can survive my permanent stay in the phillipines.This year is my last year here abroad.
